If exposed to elevated temperatures for an extended period, the battery may have been irretrievably damaged:

If the problem persists after moving the iPad to an environment within its normal operating temperature range, you would be best advised to visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad:
