What would block device from transmitting data to apps and others services on ipad mini 6 while on 5g cellular network. Everything works fine on WiFi, apps and browsers will not transmit and notifications will continue to ping and reach the device. WIFI is disconnected and bluetooth is not on.

If we understand correctly, your apps and other services that depend on an internet connection don't work when you're using cellular data only. If that's right, start with checking your cellular settings to make sure those apps and services have access to your cellular data.
