Icloud contacts export VCF File

When exporting contacts from iCloud many of the contacts are missing the phone numbers. I've been able to confirm the accounts we're experiencing problems with have a "Phone" field that's populated with a valid phone number. When I click on the "Phone" field drop down menu "Phone" is not a valid field.

Valid phone number fields are Mobile, Home, Work, etc.. All of those numbers export correctly. Anything that shows "Phone" will not export the numbers.

Is this due to an outdated version of iCloud? Is there a way to run a script in iCloud that can change the field to "Work" or?

There are over 600 contacts so I would rather not check each one at a time.
