iOS audio is always head tracked with AirPods Max

When I watch a video in an app (tested in the Twitter app), the audio has virtual positioning that tracks my head movement. I have disabled spatialize stereo, and disabled head tracking in accessibility, but the tracking remains.

Reddit app was where I noticed it. After that, I contacted Apple Support, who told me to reach out to the app. So I did. However, I was able to also duplicate the issue with the iMovie app. From what I can tell, it's apps that don't play in the background (and thus don't show in the control center) and will also play with head tracking if it's enabled properly (as in, the Facebook app didn't display the bug, but the Facebook app also did not track head even when it was enabled intentionally through settings.)
