If you never installed Pages from the Mac App Store since Oct 2013, then there is now no means to get the last compatible version for Big Sur as the current version (12.2.1) requires the installation of Monterey or Ventura. If this is the case, then you can use the less featured Pages for iCloud, one of many other third-party word processing applications with the features you need.

If you did previously install it from the Mac App Store on another Mac, then launch the Mac App Store and sign in with that identical Apple ID on your Big Sur Mac. Press cmd+0 (zero) to open the Purchases panel, and there should be a blue cloud icon with down-arrow for Pages. Click that and a dialog will appear offering to install the last compatible version (11.1) of Pages for Big Sur.

Consider updating Big Sur to its current revision (11.7.4) from Software Update. Many bug fixes and performance improvements since 11.3.1.
