I have an iMac late 2015 running Monterey. Can I still use its display as a second monitor for a new m2 MacBook or mini. The support doc for target mode says it he iMac needs to be running high Sierra or earlier?

No.

The support doc for target mode says it he iMac needs to be running high Sierra or earlier?

This is correct. But more to the point, the M2 MacBook Pro does not support Target Display mode anyway.

The document also mentions that:

The other Mac that you're connecting it to must have been introduced in 2019 or earlier and have macOS Catalina or earlier installed.

Use your iMac as a display with target display mode - Apple Support
