I can't use my iPhone with another sim card

i already contacted my carrier Tmobile twice but until now i still can't use other sim and network here in the phils.0

i already contacted my carrier T mobile twice and they said my phone is already unlocked but until now i cannot use it with other sim card or network here in the Phils.....how can you help me? thank you
