My iPhone 13, (on latest software), ringer volume goes down to almost nothing during the first ring? Volume is all the way up, headphone safety is off, change with buttons is on?
Not sure when this started but I am missing calls that I never hear.

If it is dropping when you're looking at it, as suggested above, you can turn off Attention Aware features.

Are you looking at the phone when it does this? If so that is the normal behavior.
