That is a bug in Photos. However, there is a workaround. Give a unique keyword to the photo in your library that you want to add and then search for that keyword in the search field in the media pane. Or if there's a unique word in the title you can search for it.

Perhaps, rather than a bug in Ventura (which it might be), it could also be that InDesign and others are not updating to the new protocols. It may just take awhile for these guys to get together.
In the meantime, when you have images you want to transfer, give those pictures a keyword (like InDesign, maybe) in Photos. Then use the search field to find those keywords.
It's a workaround that will have to do for awhile.
You can also export the pictures to a folder on the desktop, and upload from there. Another workaround...
Thank you for your reply and sorry for late reaction. It worked fine until a couple of days ago. Working in Indesign I go to file and place and than I go to media - photo's. All I can see are thumbnails of all my photo's in my Photo library but I cannot scroll to 'albums' etc. And when I select the 'column' mode it just draws a blank and does not select the specific library where my photographs are stored.

Unfortunately this is a bug in the current version of Photos. Report it:
Many others have. The squeaky wheel etc...
Has this ever worked for you? How are you trying to do this? Have you tried sharing from the Photos library rather than looking from the other apps? What version of the OS do you have?
Did you update your OS recently?
