iPad storage full

An elderly friend has been given an iPad - also elderlyh - which is showing 'storage full'. Having tried various ways to free space, I eventually did a total reset. Before setting up it showed 11Gb free. After doing the basic setup with the 'obligatoiry' apps there was juts 105Mb left! I added up all the apps under the m,anage storage section and it was less than 2Gb.... so where is the other 9Gb and why?

All suggestions welcome before I do a total reset and start again.

Could be helpful, thanks. Confession - I'm a PC (Windows) user and know little about Apple Mac. I'm trying to help an elderly friend whose son gave her his old iPad and left her to her own devices while he went off to foreignh parts!

At the moment, having failed to offload enough data to gain anything worthwhile (85Mb), I have copied her photos to my PC and done a total reset with the aid of iMyFone so we have a completely clean device with just the system installed, ready for setting up. The memory usage to date shows 11Gb free of 14.8Gb.

I have tried setting up once (using my Apple ID, wifi etc) but with all the basic apps loaded (which seem to be impossible to delete) I was left with 105Mb.

I checked 'manage storage' and the apps added up to just 1.7Gb. So... system 3.8 + apps 1.7 = 5.5Gb - so why is the105Mb left out of the theortically free 9.3Gb (14.8 - 5.5)? My brain hurts!
