“Download Over Cellular” OFF yet still downloading over cellular!!!

I have download over cellular OFF in iPhone music settings yet finally figured out why I’m blowing through my data plan. Apple Music is still downloading songs while on cellular even with the setting disabled!!!!! How do I fix this!!?

Usually I just add an album or song to library and ASSUMED it would download later when I’m on Wi-Fi. Nope. Downloads right then and there. So wtf good is that setting then!!? What am I missing here!!!?

I just turned off automatic downloads for first time which seems to stop that but that alone makes zero sense. But there’s no way to see which songs aren’t downloaded. I have no idea those songs will now download over Wi-Fi or if I’ll have to manually find and download them some unknown reason.

I wish apple could make sense for once.
