Error when converting HEIC image to jpeg using "quick actions"
I was always able convert like this, but recently it keeps giving the error of "There was a problem running the action".

Update on this – we contacted Apple support, after some experimentation we identified that Quick Actions did not work when logged in as our main user profile, but did work on the same computers while logged in using a different user name.
Our assumption (unverified) is that after the upgrade to Ventura 13.2.1, some user profiles were affected by an unknown issue that prevented Quick Actions working.
To resolve, Apple advised (after first checking we had complete and up-to-date file back-ups) that we reset the entire computer, then create fresh user profiles.
We've done this and now all Quick Actions work ok. Hope this is helpful to anyone else who experiences the same issue.

DFDolan, perhaps you should read the rest of the replies in this thread. The problem was introduced in Mac OS Ventura 13.2.1 and was fixed in Mac OS Ventura 13.3 — since then 13.3.1 has been released. The solution is software update — get your Mac OS up to date, and the issue will be resolved.
I've been experiencing the same issue on Ventura 13.2.
I've tried the safe boot and NVRAM reset options, but none of that worked. I even made my own new Quick Actions using Automator. I also checked that image conversions work just fine in Preview.app (assuming the same underlying library, e.g. ImageMagick might be used).
This afternoon, I upgraded to 13.3 and my problem was solved.
I checked the release notes and couldn't find a related entry, but it seems it was a bug Apple fixed.
I only saw the reply to turn on full disk access for `siriactionsd` after I've done the upgrade: I can only say that the upgrade didn't turn it on and it's still off.

I experienced the same issue on Ventura 13.2.1 - the new update Ventura 13.3.1 fixed the issue for me. So make sure to update your computer when you are experiencing the Quick Action bug.
Single-Jack has it right: This is the first reply that had a simple fix that works ... and about time too. All the other approaches are way too involved. Turn on: System Setting > Privacy & Security > Full Disk Access > siriactionsd
More information might be useful. What OS are you using? Have you re-booted? Can you import this HEIC picture into Preview? Can you export it from Preview as a jpeg file? Can you use Quick Action Convert to convert jpg files?
Have you tried starting in Safe Mode? What happens?
Like others, updating my OS from 3.2.1 to 3.3.1 solved the problem for me. I do not know why this arose since I had been running 3.2.1 for a long time (and converting HEIF -> JPEG en masse), without incident, but this issue just arose yesterday morning as if I had updated my OS or made some other software change, but I had not.

After I posted about this, I read about upgrading to MacOS Ventura 13.3, which I just did. Fixed the issue.

If Safe Mode boot doesn't fix the problem consider the free app in the App Store: HEIC Converter. Or make your own app with Automator:
In both cases just drop the image files on the app to convert them to jpeg. The Automator app converts the heic files go jpeg replacing the original. The converter app asks where to save the converted files thus saving the originals.
Having the very same problem on an M1 Mac mini running 13.2.1. A workaround that does work for me is to open the image in Preview and "Export" it in the menus, and choose JPEG as the new file format. Hoping Apple fixes this soon as there's no way I'm creating a new user profile and updating everything - 2 or 3 hours of work? -- just to get this working when I can use Preview.
As parautenbach said, Mac OS Ventura 13.3 seems to have solved this issue (without full disk access for `siriactionsd`).
Same here. MacOS Ventura 13.3 has fixed it without full disk for siriactionsd.
I just noticed this same issue. I wanted to add that I just upgraded from an Intel iMac to an M2 Pro Mac mini and migrated my data from the iMac. I have no idea if that's related, but it was working fine on the iMac within the last few days.
I tried opening it in Preview and converting it there as well. It works fine.
I can not use the quick action to convert a jpg either.
I'll try the safe mode boot and report back.
