I don’t downloaded the new 16.4 date which I tryed to down grade to the 16.3 and it wont let me even though I’ve took it all out but still showing the 16.4 . I’m having issues and now my phone saids i excesses the backs up for my iPhone for the year. Can I go and retire it in iTunes and and will that fix my backup? I need to know how to fix this issue

If you have the iOS prerelease and are desperate to remove it, I believe you can take or send it to Apple service centers and have them flash the current firmware to it. At least, this worked two years ago when I had a similar problem. Otherwise, you should delete the configuration profile and wait for the next iOS update.

You can ask how to remove it. We cannot help you with any issues you may have other than uninstalling it.
Actually I believe it is no longer necessary to take it to a service center. The Apple Support article the previous user posted explains the correct ways to do it.
