Quick Actions Create PDF - There was a problem running the action

When I create a PDF using Quick Actions, I get the following error with zero information on the problem and how to find a solution.

To help troubleshoot possible software issues, let's have you test and see if the issue is resolved after starting your Mac in safe mode. Safe mode does a disk check and clears system caches in the process, which may help to resolve the issue. Check out those steps here: Start up your Mac in safe mode - Apple Support

Start up your Mac with Apple silicon in safe mode
1. On your Mac, choose Apple menu  > Shut Down.
2. Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
3. Press and hold the power button on your Mac until “Loading startup options” appears.
4. Select a volume.
5. Press and hold the Shift key, then click Continue in Safe Mode.
6. The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.


Additionally, ensure macOS is updated, as updating can clear up unexpected software issues: Update macOS on Mac - Apple Support

Where were these image files located when you selected the last two? Create PDF, in your case would write the resulting PDF taking the first selected filename as the basename of that PDF, appending a space and a 2 before the PDF extension, and writing it in the same location. If that location is on a read-only device, or an NTFS filesystem, then Create PDF will fail.


I have had no issues using Create PDF with PDFs, or a mixture of images and PDFs — on any release of Ventura thru today's v13.3.

In my case, the files are in a Finder window. In the past I had no issue opening up a file with multiple pdfs, highlighting all, then hitting create PDF. Now in the past 3-4 weeks, I only get the error message "There was a problem running the action". Nothing has changed in my workflow, and I've been creating one pdf from many pdfs for work since the start of Covid lockdown in 2020.
