Storage Is Full!!!!

The notification kept popping up on my 11 pro max (64GB) saying “the cloud storage is full. Upgrade them” so I tried to kept my pictures and files as less as I can. Anyway I bought a new one which is 14 Promax and its 256 GB when I keep seeing the same notification of the storage is full. Then I noticed Icloud storage and iPhone storage are different. Then I checked my Icloud storage and still there's only 1GB icloud has been used so which meant I still have 4 more GB. (I don't subscribe for any icloud plan so I have 5GB free. I don't want to see the notify pops up anymore. So how should I solve this problem. I want to turn off my photo’s icloud and start using my phone’s storage because there's no point of me buying a new bigger space phone and not using them and also keep seeing the notification is annoying. Please help me with it and thank you so much!
