i want to cancel my pending payments on my apple id account that i accidentally purchased and my card got turned off and now i cannot download anything without it and it will not let me delete payment method bc it has an active subscription and demands one payment on file

Not possible. You must let them complete successfully. Only once they complete, can you request a refund for them.
As it is you currently have not been charged, so there's nothing to refund. Your account is in bad standing and will not be able to use online store services, like iTunes and the App Store, until the payments are taken care of.
Once that happens, you can request a refund for the ones you don't want or need. But until you do, theirs is nothing you can request, and you cannot cancel the pending payments. You are obligated to complete them before anything else can happen.

You must let the pending payments complete successfully. Once that is done, you an cancel any subscriptions you don't want, and request a refund. You cannot dance pending payments. You entered into a comercial contract and are now responsible for the payment.

Just add a verified payment method to your account, and they will be charged once it's verified.
