I am setting up my pre-schooler's iPad and want to add Netflix but keep getting a message when I try to "get" it that says it can't be added due to restrictions. I have added netflix to my allowed websites but I am still getting the error message.
You need to change the age restrictions for Apps in general, not a specific app.
Once again, Go to Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ Content Restrictions ➜ Apps, and select an Age from there.
It will just list the ages for apps, and you need to select one you want to allow. To be able to download Netflix, you need to select the 12+ age group at least.

Make sure you allow apps in the age category that Netflix is set to. If you have restricted Apps to a lower age range, then you won't be allowed to download it.
