"Sync" Photos in one direction: Mac->iCloud, iCloud -> iPhone

Is this possible?

Update my iCloud Photos from my Mac (one direction: upload)

Download to my iPhone any iCloud changes (one direction: download)

Photos taken with iPhone camera should remain on the device.

Complete syncing would not prevent uploads of iPhone local photos to iCloud -- and their eventual addition to Mac Photos.

You could use the syncing with the Finder instead of iCloud Photos. The Finder "syncing" is is one-way only.

Sync your photos manually using the Finder – Apple Support (UK)
