Download to my iPhone any iCloud changes (one direction: download)
Photos taken with iPhone camera should remain on the device.
Complete syncing would not prevent uploads of iPhone local photos to iCloud -- and their eventual addition to Mac Photos.

You could use the syncing with the Finder instead of iCloud Photos. The Finder "syncing" is is one-way only.

Thanks! I am aware that syncing is bi-directinal. That's why I put "sync" in quotes.
I suppose I could remove the iPhone from Sync and periodically download additions to iCloud. But it is painful.
Any other ideas?
No. iCloud is a synchronization service. Anything on any enabled device is uploaded.
