Im using latest iPad Air 5th gen and I discovered that it won’t let me install apps until I complete my Apple ID. However on the second page of the pop up, where it asks for billing info, it just closes when I click on the state form. And I don’t get my app. And the apps I’m trying to install are free so I don’t see how billing info is relevant.
While this appears to be a "bug", there is a workaround.
Do you have an iPhone with Apple Wallet? Do you use ApplePay? You could try adding a debit card and using that as your preferred method of payment for all Apple related purchases (including the App Store).
You can also do this on the iPad itself, but you have to use --Settings--Wallet & ApplePay--Scroll down to "Default Card"-- instead of the Wallet App, as the Wallet App doesn't exist on anything but the iPhone.

Yes, it is supposed to work if you use it as a default.
Have you tried using a computer or another device to add a card as a default for Apple?
Is it supposed to work if you use Apple Pay as default? I tried and it still asks me to fulfill the glitched state form. Are there any ways to work around it without loading all my cards into my iPad?
