One thing we can recommend is testing if the issue persists in safe mode.

1. On your Mac, choose Apple menu  > Shut Down.
2. Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.
3. Press and hold the power button on your Mac until “Loading startup options” appears.
4. Select a volume.
5. Press and hold the Shift key, then click Continue in Safe Mode.
6. The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar."

Once in safe mode, try opening the Adobe apps as well as your drive. If things work properly then, it means there's likely a third-party app that starts right when macOS boots up that is contributing to the issue. As all of these are network apps to a degree, it could be as little as a VPN or custom network configurations for an antivirus, etc.

After isolating, restart your Mac to exit safe mode and test if the problem returns.

I am having the exact same problem it appears to be a dev issue with your (Apple's) latest software update and is rendering all creative software (Adobe) unusable. When will a new release be available to rectify this?
