iPhone 11 stuck on ios 15.7.1 plz help

The software is stuck on ios 15.7.1 and I have tried multiple things to fix it but none have worked.

First of all the ios 16 download appears in the Settings>General>Software Update but upon finishing installing it prompts an error saying there is no internet connection available even though there is clearly one(with Wi-Fi).I tried deleting the update files like one friend of mine suggested but upon re-installing the update I was greeted with the same error.

I downloaded the iTunes application on my windows 11 system in order to attempt a manual update through the app but when I click Check For Update it says "The version of the iPhone software(15.7.1) is the current version.".

There is no VPN Beta profile in settings and i am out of ideas in fixing it.

Any ideas would be great.
