I can’t get my Apple Pay to work at kroger

The Kroger stores in my area, and their affiliate stores (Harris Teeter & others) that I shop, do not have tap to pay devices, therefore Apple Pay is not able to be used. Same for Home Depot & Walmart, in my experience. I cannot use the tap to pay on physical cards either in these stores. I have to insert the chip. I hope this helps, but the merchants do not have the capability to accept Apple Pay.

H-E-B — a “heavy-hitter” grocery chain in Texas — also won’t accept ApplePay.

Clearly there are business aspects of the payments industry which we “mere mortals” can’t understand.
