The iPad doesn’t have any settings to limit the iPad loudspeaker volume. You are not the first - and are perhaps unlikely to be the last - to look for settings to limit the volume of an iPad.
Apple does invite submission of constructive comment and feature requests via its Product Feedback portal. If you would like to see additional controls or functionality released in a future version of iPadOS, this would be the most appropriate channel through which to direct your request and reasoning. "Lock the ringer and alert volumes
Go to Settings
> Sounds, then turn off Change with Buttons.
Note: To limit the maximum headset volume, go to Settings > Music > Volume Limit, then drag the slider to set the maximum volume."

I came here looking for the same answer and rather upset that there is no feature to lock the volume when it comes to the sound output from apps & music. My child can turn the volume all the way up but can’t turn it down.
Anyone using the mentioned app, be sure to leave it open in the background. My son knows how to close the apps out but I use guided access to keep him in his current app. He has to come to me to change it. It's not great but it's all we've got right now.
I have never posted and do not know if I’m even doing it correctly but I am in the same boat. I have a special needs little guy and he constantly turns the volume to full blast. I have tried everything to limit the volume and Apple keeps talking about this slider to limit the volume that doesn’t exist. Why is it so hard to simply have a setting to say, “this is as loud as it can go?”
This fix is not what they are asking for. Volume not alerts. I don't know why Apple decided to get rid of this feature. Are there actually people out in the world saying, "I'm glad we can't lock our volume anymore"? If you look at the question boards, people have been saying the opposite.
I also have an autistic child that puts the volume to max when watching videos and TV on his iPad. I’m amazed that with IOS 16.5 the option to limit the maximum volume from the speakers still has not be put back in. Why does Apple think that removing this setting would be useful?!
This fix doesn’t work. There is no slider in the music settings to limit the volume of headphones.
I’m in the same position there is no limit volume under music and my child puts it up to max
Came here because my autistic brother puts his ipad up to max volume when watching youtube 😂 glad to see I’m not alone! Hopefully this gets fixed soon Apple!!!!
Apple does not care about children with ASD it seems. Otherwise they would have addressed this by now. The volume limit setting is not on any of the latest ios versions.
As a dad of an autistic son. I downloaded a 3rd party limit control for $4
you think apple would have volume limits as they have limits for everything else

I agree. This is making me and the family crazy. My son cranks up the volume to the max limit and I cannot find a way to limit the volume - infuriating and makes me want to look for other tablets to use
Me and the family are going through this right now. My 3 yr old son got diagnosed last week but I always suspected he had ASD. He constantly puts the volume all the way up. This is so disappointing that an Apple product does not have a way to limit the volume.
