I’m confused. Directions say to place the old iPad next to the new one, but then the iPad says to put the camera over a circle ⭕️ on the new iPad? Does that mean in the camera mode? I don’t want to seem stupid but I’m missing something.

When using QuickStart, your device will automatically activate the camera; on the other device, a circular moving pattern will appear. Simply hover the one device over the other, such that the moving image is visible within the circle of the camera view. Once the pattern is recognised, the rest of the transfer process is largely automatic.
As soon as you start the process, all will become obvious… 🙂

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

My old iPad glass is cracked especially over the camera viewing area. Will that affect the process?
As described, you may be unable to use QuickStart - but this will not prevent you from using the other available transfer methods - either restoring from an iCloud/iTunes backup, or using a cable.
