Cannot create Child Account / Apple ID via Family Sharing

Hello,

I have been trying to create / add my son to my apple ID via Family Sharing as he is below the age of 13. I cannot seem to complete this process. I click on Family Sharing, add member and enter my son's DOB. Click to Verify me as a parent and this is where the problem is. I keep getting a screen saying parental Consent,( paypal undefined). It says to enter a code for verification which I do not have or received.

What code is this? If I click on " cannot use this payment method" I just keep getting a message " CANNOT CONNECT"

This is so frustrating, it should never be this difficult.

Just to point out, I am the organiser , I have enabled Purchase Sharing and I do have a valid paypal account set up on my phone, as well as my bank card.

Can anyone help please?
