My torch and flashlight are missing in control panel. How do I get them back?

The iPad Air 3 does not have a Torch / Flashlight. It lacks the actual flash light bulb on the back for it. Since there's nothing to turn on and use as a flashlight, there would be no option for it in Control Panel.
