This seems to be a common problem. Why? Why is Apple not involved?

Check your iPhone settings

Go to Settings and turn on Airplane Mode, wait five seconds, then turn it off. Check Do Not Disturb. Go to Settings > Focus > Do Not Disturb and make sure it's turned off. Check for any blocked phone numbers.

The focus functions seem to be the main problem.

Many people set up without thinking about it a Focus schedule that starts at specific times or with Smart Activation. Someone also makes a Sleep Focus because they set up a Sleep/Wake alarm, instead of the normal alarm in the Clock app. But when a sleep focus is set up, other functions also follow, for example that notifications become silent.

As SravanKrA also suggests, check if any of your Focus profiles are active. Also check if they are set to start automatically, in that case delete or disable.
