It is not possible to move anything to the System folder in iOS.
Apps can only be found and moved around on the Home Screen or in the App Library. You should also be aware that it is not possible to change the setup in the App Library. The setup is dynamic and adapts to which apps you use.
On the home screen you can create folders. This is done by moving an app on top of another app - this will form a folder to which you can add more apps.
