File app does not allow me to view folders on my iPad. How do I fix this
Check that you have enabled On My iPad in the Files App sidebar...
If the Files App sidebar is not already visible, tap the sidebar button at the upper-left corner of the Files App window.
With the sidebar open, tap the "..." button at top-right of the sidebar to expose an action menu, then select Edit Sidebar
If needed, expand the Locations group - then ensure that On My iPad has been explicitly enabled. When finished, tap Done:

Please note that much of the file system of the iPad is intentionally beyond the reach of the Files app. For example, the files that make up the operating system or the photo library are unavailable.
