Folder in files app will appear in search but won’t appear On my iPhone
I’m looking for a folder on my files app, it appears in search but won’t allow me to open it and it wont appear where it’s supposed to be.

There is one thing I find disconcerting in the 1st screenshot: it says "< Search" in the upper left while on my iPhone it say "< Browse." I'm not sure I understand why.
This being said, go back to the top level of Browse (by tapping the "<" icon), tap the "..." icon, then "Edit" and deactivate "On My iPhone." Restart the iPhone (I'm not sure it's necessary but it can't hurt) and reactivate "On My iPhone". This procedure should force the iPhone to refresh its list of folders and file.

Not all files are “On My iPhone”. Some may, for example, be on iCloud Drive.

Good observation. Same for me.
clicking on the option show in enclosing folder takes me to “on my iPhone”
