Keyboard Language

Hello, I have got MacBook Pro which is 13 inch 2020 model. When I turn it on, in the lock screen, I need to type my password. The keyboard language at the top-right is ABC. However, I use the language of Turkish Q. When I control from settings, I see that the input keyboard language is Turkish Q, however, whenever I turn my laptop on, it turns to ABC and I always have to change it to Turkish Q. Is there not anyway to solve this problem, by not changing the keyboard language anymore?
