The operation can't be completed because you don't have permission to access some of the items

I am using a macbook air 2022 using Ventura 13.2.1 . I am trying to copy my time machine backup to a bigger hard drive, however the copy keeps failing approximately 1/3 of the way through the copy operation. With the error "The operation can't be completed because you don't have permission to access some of the items". The copy shows as paused on the destination drive after the error. I have tried to restart it but I just get the same error. Because the original time machine backup is so large (4TB, 1.2M files) it takes several hours for the prep stage of the copy to first complete then several more hours of actual coping 1/3 of the files before it fails with the cryptic error.

moving forward you will have better luck, simply starting a new Backup on the new larger drive.

as an addendum—

If you value your user data

3-2-1 Backup Strategy: three copies of your data, two different methods, and one offsite.

More than one device, more than one backup methodology.
