I'm running Ventura, but I had this problem before I updated to Ventura.
I get the headers for some of my emails, but not the body. I've rebuilt the mailbox several times, and it works fine for a bit, then does it again. Doesn't seem like I should have to do that all the time. Is there a better way to fix this?

Open mail app select Mail>Settings>Privacy disable:
“Protect Mail Activity”
“Hide IP address”
“Block all remote content”
compare your results
reboot if necessary.
