Trying to set up my sons child account for family sharing but it makes me confirm payment which triggers PayPal to text me a code. But the code never works. And on the iPhone side I get a “(PayPal (undefined):)”

I would contact PayPal about this. It appears to be their verification process that is having issues. Apple is likely just asking PayPal if using your account is okay and since PayPal is not getting the code Paypal is saying no.
