Unfortunately, iOS/iPadOS Safari doesn’t have a native method by which your Windows PC browser favourites/bookmarks can be imported.
If you have access to a Mac computer, you can import to Mac Safari - and from here use iCloud to synchronise with your iPad. You’ll find a description of the process here:
