Cannot update Ventura 13.2.1

I've gone through the update cycle to 13.2.1 four times, from download to restart to install, and after each cycle, I still see the update in Software Updates in System Settings. Is this a known bug?

I've observed that sometimes when a computer is on the cusp of compatibility (In terms of age) it can have issues updating OS's. If coming from a previous OS, make sure the OS you're updating from is completely updated to it's latest version before updating to Ventura. Perhaps you could try this in Safe Mode?
