iMessages taking a long time to deliver

Is this a problem for all message recipients, or only some recipients (usually the same person/people)

1. How long does it take to send a message?
2. Is this occurring with SMS(green) messages, iMessages(blue), or both types?
3. Does this occur with all contacts?
4. How strong of a cellular signal do you have when this occurs, or does it happen even if you have full cellular strength?
5. Sometimes unexpected behavior can be resolved with a restart: Restart your iPhone
