the operation couldn't be completed (PKDownload Error error 8)

I bought M1 air 2020 yesterday, and then I deleted all files include OS Files to reinstall updated OS. Now I get stucked at recovery mode about 2 days. I can't download or restore, downloading OS needs vpn and device does not support any kind of application or proxy. Terminal it's useless.
