Manual restart different from restart when changing language?

I had an issue with airdropping pdf files from my mac to iPad.

I couldn't fix the issue after multiple manual restarts on both devices.

Today I changed the language of my iPad and it went through a restart. Now the airdrop issue is solved.

Are manual restarts different from the restart the iPad goes through when changing language or was it just a coincidence?
