Mail stuck in "Upgrading your mail database" after ungrading to Ventura

Mail stuck how...? On the Mail upgrade window it now says "Upgrading Library". Before it says "Upgrading your Mail database" but it never finishes. The bar goes about 90% of the way and stays there.

Is this days, weeks, month? Weeks

Are you able to use your Mail.app? No, can't get past the upgrade screen

Have you shut down and reboot more than once since your upgrade...Multiple times

if no resolve a SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2.1 Am running Ventura 13.2.1.

SafeBoot did not revolve the problem.
