How can we disable or delete foreign fonts? It's affecting performance in Photoshop and other apps.

It's a Photoshop problem. The operating system has extensive font management capabilities and ignores foreign fonts by default. But Photoshop doesn't use any of that.
You can't. Since Big Sur (partly in Catalina), all fonts installed by the OS are fully protected.
While you could use most third party font managers to disable all of the fonts in the Supplemental folder, even that folder is now off limits in Ventura. The OS installed fonts cannot be disabled in any way.
You use Apple's Font Book app to manage fonts in macOS. From there you can disable or remove (only fonts not required by the OS) fonts. This app is located in the /Applications folder.
