Can an AirTag notification be sent to a phone if their find my app is off?

What do you mean by "their find my app is off"
The App itself cannot be turned off. It may be not opened or in the background, but can still receive notifications just fine.
If you mean the "Find My" setting is off for the iPhone itself in Settings ➜ Account ➜ iCloud ➜ Find My , then that affects weather the iPhone itself can be tracked, not whether other devices can be tracked by it, nor does it affect any notifications it may get from devices nearby such as AirTags.
