Apple pay

I have several phones on my Verizon account, my children and myself. Do the other phones have access to my Apple Pay ? We have different Apple IDs. I’ve had thousands of dollars of merchandise that has been bought , using my Apple pay,with me having no recollection of. Nor any of the merchandise so I’m trying to figure out how this was done. Thanks for any help .
