My city is set for the weather app on mac, iPad and iPhone but Apple Watch shows Cupertino and I can't seem to change it. How do I do this?

Did you try the steps in the 'Choose your default city' section of:

I tried all suggested remedies and none work. When I open the weather app and click default cities only two are shown - Cupertino and New York. There is no list of cities. Also tried suggestions using the iPhone. These also did not work. While my iPhone is set to Charlotte, Cupertino remains on the watch. User guide for watch is likewise not helpful as steps suggested have no affect.
