My phone is locked on voiceover
I cannot press the power button three times as this opens my wallet.
phone will not unlock or open password page

You can have Siri turn off voice over by saying "Hey Siri, turn off VoiceOver". Then use the iPhone normally.
Alternatively you can try to navigate to VoiceOver settings and turn it off there.
You will need to tap on an item to select it, and then double tap on it again to activate it.
