iPad stuck on Remote Management screen after adding to Apple Business Manager

We've installed Apple Configurator on a new iMac Pro.

I follow all the steps as outlined in Apple guides and using Youtube tutorials.


The process goes as expected, and I see the device in Apple Business Manager under "devices"

I then added the device to the correct MDM: Meraki


On the iPad, once I get past the initial welcome screens and connect it to WiFi it comes to a screen:

Remote Management

Enrolling in remote management will allow this iPad to be managed by:

Our company name here


There is a "Next" link at the top, I press that and it goes to the next screen and just spins and spins and then eventually times out.


I see others have had this issue as well, but none of the posts I can find a solution or that it was resolved.

What am I missing or doing wrong? Is it something with Configurator? or am I missing a step in Meraki that is supposed to enable or push some settings or something?

Also to note, we have around 70 devices and the only ones we have issue with using ABM and Meraki are these ones we are adding using Configurator. All of the other ones that were DEP work fine and receive the profile correctly.

UPDATE 4/7/23

I finally figured this out!


In case it helps others, I wanted to post the solution here.

We were missing the ADE (Automated Device Enrollment) setup in Meraki.

So initially I added the device using Configurator and it appeared in Meraki (but the device was unusable)


In Meraki I went into ADE and created the settings/profile.

Once the device is added with Apple Configurator and appears in Meraki MDM, we then go to the ADE in Meraki and assign the ADE profile.

After that, doing a full system reset on the iPad, once it boots back up, connect it to wifi and it downloads the ADE profile automatically and all is good.


After that we can push a profile (by first applying a tag to the device in Meraki) with all of the required customized settings.

In short, we didnt have an ADE setting/profile setup or applied to the device.
