Can you still use an iPhone 4s to take photos?

Love the grainier photos taken with my old iPhone 4S years ago, which I no longer have. Thought of using an old one to take photos, but is that still possible? Would I have to add it to my carrier’s phone plan in order to take photos and download them to my computer? Not sure I want to pay for another device on my plan, just to shoot occasional photos tho.

There should be no problem using an iPhone 4S as a camera.

You also don't need a Carrier Plan or SIM-card to use it, as it can connect via Wi-Fi. Via cable there should also be no problem with transferring the images to your computer. iPhone 4S can be updated to iOS 9, and since iCloud Photo requires a minimum of iOS 8.3, you should also be able to upload your photos to iCloud.

You do not need to be on the same Wi-Fi as your primary mobile, but you must use the same Apple ID to upload your photos to your iCloud, and yes, sign in to your Apple ID in Settings. You can also easily use a charger cable to connect to your computer.

In principle, it doesn't matter if it's Carrier Locked, since you don't need a SIM card, but if it's not activated, it may be that a SIM card is needed to activate.
