Issue Syncing Photos without iCloud

So I don't use iCloud and I don't plan on using it. I have always synced my photos between my iPhone and Mac through iTunes, and now Finder, with a USB cable. I now have Ventura 13.2.1 on Mac and iOS 16.3.1 and have run into an issue.

I have more photos on my Mac than what I have on my iPhone, but all of my iPhone photos are on my Mac. I use my Mac to organize all my photos, and I create albums to sync to my iPhone to get photos from my Mac to my iPhone if they weren't on my iPhone. I do this by going to Finder>iPhone>Photos>Check "Sync Photos to your device from: Photos (app)">Sync Selected Albums>and I select my albums. For regular albums, this works just fine. However, for my Favorites and Hidden albums, which show up as options to select to sync to my iPhone (granted they have the gear icon next to them), when I select them and sync my iPhone, the Favorites and Hidden albums are empty. No matter what I do, these albums will not sync from my Mac to my iPhone, even though I have them selected as albums to sync. Does anyone have a workaround/fix for this?

I haven't used cable-syncing for a while, so I may get this wrong. And I don't use the "Favorites" view since you don't get any options for sorting. I use smart albums, or I just choose "Favorites" from the Filter selection in the upper right of the window. But anyway...

What I would do is, I'd make a Smart Album with Photo=is=Favorite, and see if that syncs.

If that doesn't work, I'd open the Favorites view, select all, and choose File>New Album with Selection. Then, every time I synced by cable I'd again Select All in Favorites and drag them to that new album-- only the missing ones would go in.

Might solve the problem...
