Odd error message when syncing iPad to Mac

I'm syncing an iPad to a Mac, which includes making a backup and copying video to the iPad from the TV app. The iPad has 128 GB storage, which is less than half full. The Mac has over 600 GB free, which is plenty for the backup. The video I am copying over is about 24 GB, so there is room on the iPad for it.

Here is the message I get when I sync…

This makes no sense. The Mac has about 700 GB free. The iPad is using less than 60 GB of storage. So what is this 188.29 GB referring to? There is no way I am trying to copy that much to the iPad, there is no way the iPad is trying to copy that much to the Mac, and the Mac has the capacity for that much storage. What does this message mean? It results in some of the video not syncing over.
