Safari "Clear History" button is greyed out

I am unable to clear my search history or open an incognito tab in safari. I am in a family group, but left and rejoined the other day. I checked and made sure that content restrictions are off on both mine and the family organizers phone, but I am still unable to open an incognito tab or clear my history. I was able to use these features while previously in the family, but am unable to do so now that I briefly left it and rejoined.
